Manley Gives Keynote Address at JJC Disability Awareness Day
JOLIET, Ill. – State Representative Natalie Manley, D-Joliet, joined the Joliet Junior College
(JJC) Disability Awareness Club on Thursday, October 15, to celebrate Disability Awareness
Day. After a welcome address from President Dr. Clyne Namuo and a panel discussion with
alumni members of the club, Representative Manley provided legislative updates.
“Your passion and shared experiences are making a real difference down in Springfield,”
Representative Manley said. “You have increased understanding and have helped bridge the
gap.”
During the event, Rep. Manley highlighted the creation of the bipartisan, bicameral Illinois
Legislative Neurodiversity Caucus, which she established alongside state Sen. Meg Loughran
Cappel. The caucus focuses on four priorities - Support, Access, Resources and Education - to
strengthen services, address barriers to care, connect families with existing resources and
promote inclusion in schools and workplaces.
Rep. Manley also discussed House Bill 5225, legislation to help reduce wait times for autism
evaluations. The measure will allow qualified speech-language pathologists to diagnose autism
spectrum disorder in children younger than three who have no co-occurring medical conditions,
helping families access specialized support earlier.
“Getting a diagnosis sooner gives parents the answers they need, and helps children access
effective, specialized autism interventions during early brain development,” Manley said.
Additional updates included the Blue Envelope Program, which is designed to support safer,
clearer communication between law enforcement and neurodivergent drivers. Through House
Bill 4472, free blue envelopes will be available at Illinois driver services facilities beginning
January 1, 2027, without medical certification or documentation. The envelopes can hold
identification and insurance information alongside guidance to help officers communicate
effectively with the driver.
“I am grateful for your time and commitment to promote advocacy, independence, and positive
self-awareness,” Manley said. “You are making sure that everyone is prioritized in the way they
deserve.”
