Manley Participates in Legislative Panel at ARC of Illinois Speak Up Speak Out Summit

BLOOMINGTON, ILL. -- State Representative Natalie Manley, D-Joliet, joined seven other General Assembly members on a legislative panel at the annual Speak Up Speak Out Summit hosted by the ARC of Illinois in Bloomington-Normal on September 2, 2026.


The ARC of Illinois advocates for the over 291,840 Illinoisans with intellectual and developmental disasbilities (I/DD), to ensure that they can work, learn, and live fulfilling lives in communities across the state. Their advocacy includes education and training, advancing public policy priorities, and purchasing assistive technology.


Questions during the panel were taken directly from members of the audience, who asked about community-based housing, aging services, Medicaid eligibility, and how to access state resources more easily.


One audience member was concerned that earning above the strict income limits set by Medicaid would lead to their loss of eligibility, discouraging them from seeking employment.


"No one should be punished for getting a job," Rep. Manley said. "We must make sure people can build financial independence while maintaining access to the programs that support their health and wellbeing."


Rep. Manley also shared the goals of the Illinois Legislative Neurodiversity Caucus (ILNC), which brings together advocates, providers, and members of the neurodiversity community for monthly meetings.


"We can only improve by listening and learning directly from those with I/DD," Rep. Manley said. "Keep sharing your experiences, and most importantly, don't forget to vote. That is how you change things."
